Mr. Beckett,

I am afraid I have nothing

to say except that it is anal

understood thing that some

examination of the teeth of all

candidates for Government employment

is part of the duty of a Medical

Adviser; but the difficulty is

that Dr. Graham is the merest locum

tenens at Edinburgh, and that it is

very difficult or almost impossible

to guarantee that Medical Advisers

like those in Edinburgh and Dublin

whose relations with the Colonial

Office are comparatively infrequent,

will pass on to their locco tenentes

such instructions as we given

them from time to time. I am afraid

there is nothing to be said but

that it is part of the duty of a

Medical Adviser, that in this

particular case the Medical Adviser

was a locum tenens; and the Secretary

of State fears that from time to

time things like this are bound to

happen under any system; but that

As soon as

the new Medical Adviser is appointed

in Edinburgh his attention will be

specially drawn to it.

(The delay in appointing a

Medical Adviser is not our fault,

but that of the India Office, so far:

I am reminding them).
